Business Services 101:  Sales, Solicitations & Fund Raising


Purpose

To provide the university community with the rules regarding the sales and solicitation of funds from students and employees

Fund Raising: Activities which raise monies through a request for donations.
Solicitation: The charging of admission or the selling of goods and/or services.

Policy

General
All sales, solicitations or fund raising for whatever purpose are prohibited unless authorized in writing by a designated university administrator. Prohibited sales and solicitation activities include:
  1. Off-campus companies or organizations selling services or commodities unless under agreement or contract with the university.
  2. Individuals seeking personal gain through the sales of services or commodities.
Unauthorized persons or groups selling products may be subject to eviction proceedings or other penalties.

With the following exceptions, the authority to approve or disapprove activities and requests involving sales, solicitations or fund raising for whatever purpose on the university campus is vested in the Director of Business Services.
  1. The Dean of Students has approval authority for sales or fund raising by student groups. However, all student activities involving the sale of products or services similar to those provided by auxiliary services must in addition receive the approval of the Director of Business Services.
  2. The campus mail service may be used only for institutional fund drives authorized by the Chancellor.
  3. The Chancellor has authorized participation by university employees and students in the annual United Way fund drive.
  4. The Chancellor may also authorize institutional fund raising activities.
  5. The President of the university may authorize fund raising campaigns.
  6. Each university unit may charge admission for cultural or athletic activities related to its field of responsibility.
  7. Campus auxiliary services have a standing approval for the sales of goods and services.
  8. University units and employees must obtain approval from the Vice Chancellor for University Advancement before engaging in off-campus fund raising or staging fund raising events.

All funds received by university units shall be deposited in appropriate accounts under policies issued by the Vice Chancellor for Administrative Services.
