Parking Citation Appeals

Recipients of parking citations may appeal tickets if they believe that no violation of regulations occurred.  The appeal must be filed within fourteen (14) calendar days of the citation issue date.  After 14 calendar days, appeal rights are forfeited.

Appeals can be filed at www.scapay.com by entering the license plate number or citation number.  The information provided will be forwarded to the Parking Director or a designee for initial review.  If the appeal is denied, instructions on how to file an appeal to go before the Parking Appeals Board will be emailed with an explanation about why the appeal was denied. 

In order to have an appeal taken before the Parking Appeals Board, the fine must be paid and a Appeals form must be submitted to the Parking Services Office before the due date of the parking citation.  All citations are due 14 days from the date of issue.

The Parking Appeals Board is made up of volunteers representing students, staff, and faculty.  They make decisions about the appeal based on parking rules and regulations, and extenuating circumstances.  The decision of the Parking Appeals Board is final.  There is no further appeal of the citation.  The Parking Appeals Board can make a decision to:

  • Sustain or revoke the original fine,
  • Reduce the fine, or change the fine to a warning citation.
