Policies to be used by UAA Principal Investigators and their support staff in the administration of sponsored programs.  Internal UAA policies and procedures are frequently updated so it is important to check the link to make sure no important requirements have been added.  Agency policies and procedures include the latest guidance from NSF and NIH.  Other local, state and federal agencies may also have valuable information.  Your Notice of Award (NOA) will provide a web address for their specific instructions.

When an error is discovered, what is the amount of time allowable to initiate a correction?  What documentation is required? NSF Proposal and Award Policies and Procedures Guide NSF 11-1

Information on general award administration of National Science Foundation Awards is available at NSF 11-1 effective January 18, 2011.

Award conditions and reporting requirements specific to the American Recovery and Reinvestment Act (ARRA) Guidance on National Science Foundation restriction on charging salary to funded projects has been revised as of January 2009  The NSF's salary policy had limited summer salary to 2/9ths of the regular academic-year salary.  With the new policy, institutions now may use two-month allotment for faculty salaries throughout the 12 month year.  Compensation of salary for senior project personnel (typically faculty) will now be limited to a maximum of two months of their regular salary in any one year.  (UAA has chosen to interpret a year as the beginning of each academic year, typically mid-August, until the following summer session end.)

  • OMB Circular A-21, Cost Principles for Educational Institutions (05/10/2004) HTML or PDF (109 pages, 263 kb), Relocated to 2 CFR, Part 220 (30 pages, 384 kb)
    • This circular establishes principles for determining costs applicable to grants, contracts and other agreements with education institutions.  The principles deal with the subject of cost determination and make no attempt to identify the circumstances or dictate the extent of agency and institutional participation in the financing of a particular project.  The principles are designed to provide that the federal government bear its fair share of total costs, determined in accordance with generally accepted accounting principles, except where restricted or prohibited by law.  Agencies are not expected to place additional restrictions on individual items of cost.  Provision for profit or other increment above cost is outside the scope of this circular.

FFATA-Federal Funding Accountability and Transparency Act of 2006 Amended 2008

The Federal Funding Accountability and Transparency Act (FFATA) of 2006 as amended in 2008 requires :

  1. Information disclosure of entities receiving Federal funding through Federal awards such as Federal contracts and their sub-contracts and Federal grants and their sub-grantees
  2. Disclosure of executive compensation for certain entitites
  3. Establishment of an available website available to the public that contains information about each Federal award (USAspending.gov)

An FSRS user guide can be accessed.  It is intended to be helpful to prime award recipients in their utilization of the FSRS Reporting System. Only prime award recipients will use this system.  Sub-recipients will report their information to the prime awardee.  Sub-recipients will not access the FSRS system directly.

 

Federal Acquisiton Regulations-Contracts with the Federal Government

The Federal Acquisition Regulation (FAR) is the principal set of rules in the Federal Acquisition Regulation System.  The purpose of FAR is to provide uniform policies and procedures for acquisition.  This system of 53 parts consists of sets of regulations issued by agencies of the federal government to govern what is called the "acquisition process", which is the process through which the government purchases (acquires) goods and services.  That process consists of three phases:  

1)  need recognition and acquisition planning

2)  contract formation

3)  contract administration
