Sole Source Procurement
Departments may request, with sufficient justification, “brand name only - no substitute” specifications. However, determination that no other is available or feasible for the acquisition is the responsibility of the Procurement Services Department. Sole source procurement is only permissible when a requirement is available from only one source and no substitute is acceptable.
Any request by a using department that a procurement be restricted to one potential contractor must be accompanied by written explanation as to why only that source can meet the needs of the University. The head of the department shall sign the written explanation. Faculty and principal investigators must submit a Certification of Need for Restrictive Specification to document a brand name only request.
Sole source procurements, other than those covered by blanket sole source determinations or within a procurement officer’s delegated authority shall be approved by the University of Alaska Chief Procurement Officer.
