Nolan Klouda

Biography

Klouda is the Executive Director of the UACED. In this capacity, he manages a variety of technical assistance projects related to business planning, feasibility analysis, marketing development, business retention and expansion and other economic development initiatives. He has successfully engaged and worked with tribal governments, municipal governments, non-profits, Alaska Native Corporations and private business groups to assist them in realizing their strategic goals. His core areas of expertise include economic feasibility, program design and implementation, rural economic development and engagement between the public and private sectors. Klouda brings seven years of organizational leadership and development (including business and management consulting) experience to the UACED.

Master of Public Administration from the University of Kansas

Margo Fliss

Biography

Mrs. Fliss is the Lead Analyst and Consultant at the University of Alaska Center for Economic Development. She works on business plans, feasibility studies, and comprehensive economic development strategy (CEDS) plans, which assist with the development of communities across Alaska. She is also building financial models and evaluation frameworks for other projects led by CED. She grew up in Fairbanks and earned her Bachelors in Political Science at UAF. Upon graduating from college she served as a VISTA volunteer with the UCLA BruinCorps. While at BruinCorps she served as a college and career counselor in the Los Angeles Unified School District. She earned a Master’s in Public Policy from Mills College in May, 2015.

Before joining UACED in early 2016 she worked in the education sector for numerous school districts and universities in both California and Alaska. She worked with the Rural Alaska Honors Institute (RAHI) at the University of Alaska Fairbanks, to examine factors that help predict successful college graduation for Alaska Native students. She worked with California State University East Bay developing a process evaluation for a mentoring program assisting under-served youth. She was also a research assistant on a publication for the United Ways of California that addressed development of a new federal poverty guideline. These experiences have provided her with knowledge and skill sets in program evaluation, development of outcome based metrics, education and energy policy, regression analysis, and policy analysis.

Simone Jaggers

Biography

Simone Jaggers-Radolf joined the UACED in March of 2015 as their AmeriCorps VISTA Leader. Now Simone runs the Lemonade Day program and is excited to expand the UACED's capacity to engage youth in economic development activities. Simone has a long history of working with youth in a variety of roles, she has also been active in project development for the past three years. Simone will focus on partnership building and outreach to connect and engage youth across Alaska.

Cassandra Maurer

Biography

Cassandra specializes in entrepreneurial project development, marketing and design. Cassandra supports various programs within the Center for Economic Development including grant research, feasibility studies, and material development. Cassandra has a background in community development and design thinking.

Michael Lockwood

Biography

Mike Lockwood is the Energy Coordinator VISTA at UACED. He is developing and implementing a business assistance program for rural Alaskans to help cut the costs of energy with a special emphasis on microgrids. Microgrids are interconnected loans and distributed energy resources that can produce electricity indepent from a main electrical grid. This includes conducting a market assessment of the Alaskan microgrid market to analyxe how innovations in this sector can benefit rural Alaskan communities struggling to meet their energy needs without draining incomes. 

Mike seeks to alleviate poverty by finding ways to reduce the financial burden of paying to unsustainable energy resources and business practices in communities across Alaska. The goal is to create a best practices handbook so that communities can reduce costs and open up cash for additional economic developemnt projects. 

Mike hails from the Pacific Northwest, specifically the Portland Metro area. Mike earned  his Bachelor's from Saint John's University in Minnesota in 2013 and then earned his dual Master's from the joint International Master's Program of James MAdison University and the University of Malta in 2014. Mike is also a two-time VISTA; first serving as a Gleaning Coordinator for the Harvest Against Hunger program in Moses Lake, Washington in 2015 before serving in his current VISTA position.
