ARRA Proposal Submission

All ARRA proposals were submitted through GRANTS.GOV.   The Stimulus Act funded research and construction projects across the United States.  The projects are ending in September unless the funding agency was able to obtain an extension.  UAA received two extensions for National Science Foundation grants.

IMPORTANT NOTE: All faculty who plan to submit an ARRA application in response to a funding opportunity announcement must FIRST register with eCommons. To register in eCommons, please complete this form as soon as possible and send as an e-mail attachment to

  2. Proposal Transmittal Form
  3. Budget Template
  4. Budget Justification Template
  5. A one-paragraph abstract that is a rudimentary overview of the project.  Please keep this  description in layman's terms.
  6. Please include the electronic link to the program funding opportunity announcement.  The Catalog of Federal Domestic Assistance (CFDA) number should also be provided at the time of submission to OSP.
  7. If ARRA funds are used on projects that can be designated as Major Sponsored Programs, inclusion of some additional elements of expense that would normally be consider "indirect" are allowable if a Cost Accounting Standard Exemption Form is completed and approved.

ARRA Subaward Agreement 4A

If UAA enters into a Subaward Agreement with another entity using ARRA funding, this Subaward Agreement 4A template will be used.  It was developed by members of the Federal Demonstration Partnership.

Statewide Accounting Manual D-08

The University of Alaska Accounting and Administrative Manual Policy on the American Recovery and Reinvestment Act of 2009 is contained in Number D-08.  It establishes guidelines for the reporting requirements of American Recovery and Reinvestment Act (ARRA). These procedures apply to all reporting requirements for funding received under the American Recovery and Reinvestment Act (ARRA) of 2009.  The University of Alaska will comply with all funding requirements as amended.
