Signed on Sept. 10, 1996, the Comprehensive Nuclear Test-Ban Treaty was adopted by the United Nations General Assembly as a response to concerns regarding a nuclear arms race and nuclear fallout.

Rose Gottemoeller is the under secretary of state for arms control and international security affairs. She was confirmed on March 7, 2014. Prior to her confirmation, she was the U.S. Department of State's assistant secretary for arms control, verification and compliance. She received her B.S. from Georgetown University and M.A. from the George Washington University.
