To specify the community campus delegation authority and responsibility for auxiliary services.

Definitions
Auxiliary Service Enterprises: Separately organized university units specifically established to sell goods or services on a continuing basis to individuals—students, faculty, staff, alumni and other members of the university community. Auxiliary units are operated primarily for the convenience and necessity of students and the campus community. These units may sell to UAA departments if the revenues generated represent an immaterial percentage of total revenues.
Policy
Delegation AuthorityBookstore OperationThe Directors/President are delegated the authority and responsibility for the local
management and financial performance of bookstore auxiliaries in conformance with
the referenced policies and regulations.
Housing OperationThe Directors/President are delegated the authority and responsibility for the local
management and financial performance of housing auxiliaries in conformance with the
referenced policies and regulations.
The establishment of a new housing auxiliary operation requires the approval of the
Vice President for Finance.
Delegation CriteriaAdherence to policies, regulations, and other requirements including:
- Establishment of local policies and procedures covering;

- Pricing
- Refunds
- Charge Sales
- Operating expenditures (utilities, salaries, etc.)
- Merchandising
- Advertising
- General management
- Student programs for housing
- Existence of adequate staff with sufficient training in bookstore and housing operations and university regulations and procedures to ensure competent management.
- Compliance with annual reporting requirements (inventory, financial reports, adjustments).
- Responsible financial management.
ApplicabilityAll community campuses have the delegation authority for auxiliary services expressed
in this policy unless special limits or requirements are set by the Vice Chancellor
for Administration.
