Delegation AuthorityThe Directors/President have the authority and responsibility to administer their campuses in a manner that protects the health of students, employees, visitors, and the community from hazardous materials and unsafe conditions.
Health and SafetyThe Directors/President have the delegated authority and responsibility for administering the health and safety procedures contained in the referenced policies and procedures including: The Employee Right-to-Know Law for communicating information on hazardous materials. The Community Right-to-Know Law for communicating information on hazardous materials to various community agencies. Compliance with EPA regulations governing the disposal of hazardous wastes. All campuses will coordinate with UAA's Health and Safety Manager for the disposal of hazardous waste. Compliance with OSHA regulations relating to safe work practices.
Public SafetyThe Directors have the delegated authority and responsibility to establish policies and procedures that provide for the security of the campus community, the physical plant and its contents. Coordination with UAA Campus Police and Facilities and Campus Services is encouraged. The use of armed security personnel requires the approval of the Chancellor.
Transportation SafetyThe Directors have the delegated authority and responsibility for the administration of campus vehicle usage in conformance with the following policies and procedures:

  1. All vehicles owned, leased, or rented by community campuses are, unless otherwise authorized in writing by the Chancellor or her designee, to be used only for official university business.
  2. All vehicles will be assigned and are to be used in accordance with procedures established by that campus to best serve their instructional and administrative needs.
  3. Vehicles which are donated permanently or temporarily to the university are subject to the same policy as purchased, leased or rented vehicles. Such vehicles may not be used for any purpose until:
    1. Acceptance of the vehicle has been approved by the Chancellor or her designee.
    2. Vehicle has passed a safety inspection (as specified in State Statute and to assure safe operation of vehicle).
    3. Transfer of title and/or other paperwork has been processed and vehicle is under university insurance coverage.
  4. Supervisors are responsible for assuring the safe driving status of all employees who are required or requested to operate a University owned, leased, or rented vehicle. Supervisors should prohibit employees with unsafe driving records from operating University vehicles. Arrangements should be made through Environmental Health and Safety to obtain current Department of Motor Vehicle records for employees with driving assignments. All drivers should be informed of the driver responsibilities contained in the EHS Transportation Procedure.
  5. Drivers must be employed by the University, full or part-time, permanent or temporary, or be students of the university.
  6. All drivers must have a valid Alaska Driver's License.
  7. Students enrolled in Driver's Ed courses must have a valid learner's permit and must be accompanied at all times by a qualified instructor.
  8. Each campus is responsible for the general maintenance and repair of their vehicles. To insure that vehicles are maintained in a safe and good operating condition, maintenance and record keeping procedures will be established as appropriate.

Delegation CriteriaAdherence to the referenced health and safety policies and procedures including the:

  1. Posting of material safety data sheets and hazard communication posters.
  2. Ensuring that the campus staff are properly trained and informed about health and safety practices.
  3. Proper labeling of chemicals and other hazards.
  4. Operation of laboratories in conformance with prescribed safety standards.
  5. Operation of food service units in conformance with sanitation standards.
  6. Use of proper protective equipment for hazardous activities.
  7. Secure and safe storage of hazardous materials.
  8. Prompt investigation, documentation and corrective actions taken in response to accidents, claims, and complaints.
  9. Development and implementation of preventive programs specific to injury and illnesses.
  10. Establishment and implementation of supporting procedures that adequately provides for campus health and safety.

ApplicabilityAll community campuses have the delegation authority and responsibility for health and safety expressed in this policy unless special limits or requirements are set by the Vice Chancellor for Administration.
