Purpose

To provide a method of contracting for non-professional services.

Definitions

Non-personal Services: The furnishing of labor, time, or effort by a trade-related contractor (plumbing, electrical, landscaping, and moving, etc.) or non-professional service provider (travel agent, photographer, janitorial or window washer, etc.). The service involves the provision of labor to accomplish a manual task. It is not intellectual in nature and does not involve the delivery of a specific end product other than reports which are merely incidental to the required performance.

Policy

Requirements The individual or organization providing this service is an independent contractor, not an employee (see Procurement Services 109: Independent Contractor).
Non-personal Services Contracts are used primarily for services with a cost in excess of $5,000. For services with a value of $5,000 or less a Short Form Contract for Miscellaneous Services may be more appropriate according to risk and other factors inherent in the nature of the services (see Procurement Services 211: Short Form Contracts).
Non-personal Services Contracts are initiated by the entering a requisition in the Banner system. Departments may need to submit additional documentation to fully describe the services required. Such documentation should be submitted concurrently with the requisition entry to facilitate the prompt placement of the order.
